CAD, RMS, mobile terminals and evidence systems that responders can trust

Public Safety Agencies IT Services

Public safety agencies can’t pause for an outage: when CAD, records or mobile terminals go down, dispatchers switch to paper and officers lose the information they need on a traffic stop.

At a glance

Police, fire, EMS and emergency communications centers also carry strict obligations, from the FBI CJIS Security Policy to HIPAA for EMS patient records.

We secure and support the IT side of public safety agencies: CJIS-aligned identity and encryption, mobile data terminals in patrol units and apparatus, records and evidence systems, station networks and the ePCR tablets crews carry.

Radio consoles, 911 call-handling equipment and station alerting stay with their vendors, and we secure the networks around them. We work with public safety agencies in Texas and nationwide.

IT that keeps dispatch answering, units connected, evidence admissible.

From the dispatch console to the patrol unit, we keep public safety systems available, CJIS-aligned and audit-ready.

Systems that can’t take a break

Public safety runs on information at the worst moments: an address for a cardiac arrest, a warrant check on a traffic stop, a hazmat note for an incoming engine. Those systems sit under rules that most IT providers never deal with. Here’s how they fail, and what we build so they don’t.

01 · The pressure

Seconds matter and the rules are strict

Dispatch takes the call and builds the incident in CAD. Units see it on mobile data terminals. Officers query state and national databases from the car. Crews document patient care on ePCR tablets. Body camera and in-car video uploads feed evidence systems that prosecutors rely on. Downtime sends dispatch back to paper cards. A CJIS violation can cost the agency its access to criminal justice databases. A lost evidence file can sink a case.

  • CAD and mobile terminals feed every response
  • CJIS access can be suspended after violations
  • Evidence integrity decides prosecutions

02 · How it breaks

Shared MDT logins and an unmanaged substation

Agency incidents come from routine shortcuts. Patrol units share a single MDT login, so queries can’t be traced to an officer. A substation PC runs outdated software and connects to the same network as RMS. Vendor support for CAD uses a remote tool nobody reviews. A records clerk opens a phishing email made to look like a court notice. A laptop holding ePCR data leaves an ambulance without encryption. And backups of evidence storage have never been restored.

  • Shared mobile terminal logins in patrol units
  • Unreviewed vendor remote access to CAD
  • Unencrypted devices carrying patient data

03 · What we change

Named access, encrypted devices, segmented networks

Every officer, dispatcher and medic gets an individual account with advanced authentication that meets CJIS requirements, including on mobile terminals. Devices carrying criminal justice information or patient data get FIPS-validated encryption and remote management. Public safety systems sit on their own network segment, with vendor access brokered and logged. Evidence and records storage gets immutable backups and restore tests. Our personnel with access complete the screening and security awareness training CJIS requires.

  • Advanced authentication for every user and MDT
  • FIPS-validated encryption on mobile devices
  • Brokered, logged vendor access to CAD and RMS

04 · The after

Audits pass and responders stop fighting IT

When the state CJIS audit comes, your terminal agency coordinator has policies, access lists, training records and encryption evidence in one place. Officers log into MDTs quickly with their own credentials. Medics document care on tablets that are managed and encrypted. Prosecutors get evidence with a clean chain of custody. Your chief can tell the city or county how systems are protected, and where the next budget dollar would matter most.

  • CJIS audit evidence organized in one place
  • Quick, individual MDT sign-in for officers
  • Clean digital chain of custody for evidence

What We Offer

Comprehensive solutions tailored for Houston-area businesses

CJIS Security Policy Controls

Agencies that access criminal justice information must meet the FBI CJIS Security Policy. We implement and document the technical controls: advanced authentication, encryption in transit and at rest, audit logging, session locks, media protection and incident response. We support your terminal agency coordinator through state audits, and our personnel with unescorted access complete the background screening and training the policy requires.

Mobile Data Terminal Management

Laptops and tablets in patrol units, engines and ambulances face heat, vibration and spotty cellular coverage. We manage them remotely with encryption, individual sign-in using advanced authentication, VPN connections that meet CJIS requirements, and updates scheduled around shift changes. A unit that loses a device can have it locked and wiped, and a spare can be imaged quickly.

CAD & RMS Infrastructure

Computer-aided dispatch and records management systems are vendor applications, but they run on servers, networks and workstations someone has to keep healthy. We manage that infrastructure, coordinate upgrades with the vendor, control vendor remote access through a logged path and monitor for outages. Dispatch console workstations get configured for reliability first, with changes tested before a shift relies on them.

Digital Evidence Protection

Body camera footage, in-car video, interview recordings and photos must stay intact and traceable. We secure upload paths from vehicles and stations, protect local evidence storage with access controls and immutable backups, and keep audit logs that support chain of custody. For cloud evidence platforms, we manage identity and MFA so only authorized personnel can view, share or export files.

EMS Patient Data & HIPAA

EMS agencies that bill for services are generally HIPAA covered entities, and ePCR tablets carry protected health information into homes and hospitals. We encrypt and manage those devices, secure the connections to billing and hospital systems, restrict access by role and keep audit logs. A written risk analysis supports the HIPAA Security Rule; your counsel handles breach determinations.

Station & Communications Networks

Stations need reliable networks for alerting, scheduling, training and records. We design segmented station networks with failover connectivity, keep crew personal devices and guest access away from operational systems, and secure the network paths that radio consoles, 911 call-handling equipment and station alerting use. The equipment itself stays with its vendors; we protect what connects to it.

Why Choose LayerLogix?

Serving businesses throughout the Greater Houston area including Houston, Dallas, Austin, San Antonio, Atlanta, Nationwide.

Uninterrupted Dispatch and Field Access

Monitored infrastructure, managed terminals and failover links reduce the outages that force dispatch to paper. When something does fail, our engineers already know your CAD environment and respond to active incidents after hours, not just during the business day.

CJIS Audits Without the Scramble

Policies, access lists, encryption evidence and training records stay current throughout the year. Your terminal agency coordinator walks into the audit prepared, and findings get fixed quickly instead of waiting on a vendor callback that never comes.

Evidence That Holds Up in Court

Protected storage, audit logs and controlled access support a clean chain of custody for digital evidence. Prosecutors and defense attorneys get files they can trust, and your agency avoids arguments about whether footage was altered or lost.

Responders Who Trust Their Devices

Officers, firefighters and medics log in quickly with their own credentials on devices that are encrypted, patched and supported. They spend less time fighting technology and more time on the call in front of them.

Frequently Asked Questions

What does the CJIS Security Policy require from our IT provider?▼
Anyone with unescorted access to criminal justice information or the systems that hold it must meet the policy’s personnel requirements, including fingerprint-based background checks and security awareness training. Your provider also has to implement and maintain the technical controls: advanced authentication, encryption, audit logging, media protection and incident handling. Many agencies also need a security addendum in the vendor agreement. We work with your terminal agency coordinator to make sure every requirement that touches our role is documented.
Can officers keep sharing a login on the patrol unit MDT?▼
That creates real problems. CJIS requires queries and access to be attributable to individuals, and shared logins make that impossible. They also make it harder to revoke access when someone leaves. We set up individual sign-in with advanced authentication that’s quick enough to use at shift start, such as a smart card, token or authenticator app paired with a short PIN. Officers get their own credentials, and the audit trail finally means something.
Do you support CAD and RMS software directly?▼
The vendor supports its application. We support everything it runs on: servers, databases where we have access, networks, dispatch workstations, mobile clients and integrations. We coordinate upgrades with the vendor, schedule work to avoid peak call times, and control vendor remote access through a logged and approved path rather than an always-on tool. When an issue could be the application or the infrastructure, we gather logs and work it with the vendor until it’s resolved.
Is our EMS agency covered by HIPAA?▼
Most EMS agencies that bill insurance or Medicare electronically are HIPAA covered entities, which brings Security Rule requirements for protecting patient information. Your counsel should confirm your status. In practice that means encrypting ePCR tablets and laptops, controlling access by role, logging access to patient records, securing connections to hospitals and billing services and maintaining a written risk analysis. We implement and document those safeguards so you can show them during a review.
Will you work on our radio system or 911 equipment?▼
No. Radio consoles, 911 call-handling equipment and station alerting systems are specialized and supported by their own vendors, often under state or regional agreements. We protect the IT environment around them: the networks they connect through, firewall rules at their boundaries, the workstations that sit beside them and the accounts that manage them. When a change affects that equipment, we coordinate with the vendor and your communications manager first, and schedule it around call volume.
Do you support small or rural agencies?▼
Yes. Small departments often have the same CJIS obligations as large ones but no IT staff at all. Most of our work happens remotely, so we support police, fire and EMS agencies in small towns and rural areas around the country. When a station or patrol unit needs hands-on work, our CJIS-screened engineers handle it locally near our offices or direct a vetted local technician, with escort arrangements your coordinator approves.
Do you provide Public Safety Agencies IT Services in Houston and nearby areas?▼
Yes. LayerLogix is based in the Greater Houston area and delivers public safety agencies IT services to businesses across Houston and the surrounding communities, including The Woodlands, Spring, Katy, Sugar Land, Conroe, Cypress, and Pearland. For most Houston-area clients we can be on-site the same day when something needs hands-on attention, and our help desk is available during business hours, with after-hours emergency support. Call 713-571-2390 to check coverage for your specific address.
What does Public Safety Agencies IT Services cost for a Houston business?▼
Pricing depends on your size and what you need, so we do not publish a one-size-fits-all number — but Houston businesses generally pay a flat, predictable monthly fee rather than surprise hourly bills. We start with a free, no-obligation assessment of your current setup, then give you a clear quote in plain English with no hidden costs. That way you know exactly what you are getting and what it costs before you commit.
