Two trades regularly claim the same real estate on a construction site, and the overlap between them is where budgets bleed. The electrician runs line-voltage power; the low-voltage contractor runs data, cameras, access control, and audio/video. Most of the time the line between them is obvious. In the gray areas — conduit, back boxes, the whip of power feeding a wall-mounted display — it is anything but, and every unclaimed inch becomes a change order. Sorting scope before the bid, rather than in the field, is one of the cheapest ways to keep a job on budget.

Line voltage versus low voltage: the dividing line

“Line voltage” is the standard building power that lights the space and feeds the outlets. “Low voltage” is the family of systems that run at 50 volts or less — the threshold the Texas Occupations Code uses in §1305.003 to exempt that work from state electrician licensure: network cabling, telephone, wireless access points, security cameras, card access, intercom, paging, and conference-room AV. They are different trades with different tools, different code sections, and often different licenses, which is exactly why the handoff between them needs to be deliberate.

Who typically owns what

Scopes vary by project and by the contract, but the usual division looks like this:

The electrician

  • Panels, circuits, and all line-voltage power.
  • Dedicated power and, often, the conduit or raceway system.
  • Power to the telecom room and to devices that need a line-voltage feed, such as some displays and gate operators.

The low-voltage / IT contractor

  • Data and fiber cabling, jacks, patch panels, and racks.
  • Security cameras, access control, and alarm cabling.
  • Wireless access points, paging, sound, and audio/video wiring.

The gray areas

  • Conduit and pathways: is the electrician stubbing sleeves and the low-voltage crew pulling cable, or is one trade doing both? Decide explicitly.
  • Back boxes and mounts: who provides the recessed box behind a display or the mount for a camera?
  • The display whip: a wall-mounted screen usually needs both a line-voltage outlet (electrician) and a data or HDMI path (low voltage) at the same spot — coordinate the location so both land behind the screen.

Licensing: know which system you are touching (Texas)

In Texas, licensing follows the type of low-voltage system, and the rules are worth verifying before the bid. Pure structured cabling, telecom, intercom, sound, and audio/video work operating below 50 volts is generally exempt from state electrician licensure under Texas Occupations Code §1305.003, because it is not line-voltage electrical work. Burglar alarm, monitored CCTV, and access control fall under the Texas Department of Public Safety Private Security Bureau. Fire alarm work is licensed separately through the State Fire Marshal’s Office. And the moment a low-voltage system needs to tie into a 120-volt source, that connection is the electrician’s licensed work. Cities can also impose their own requirements on top of the state’s, so confirm the rules for your specific jurisdiction. The practical takeaway: “low voltage” is not one license, and matching the right licensed trade to the right system keeps inspections clean.

Why the overlap causes change orders

The pattern is predictable. Nobody scoped the conduit, so on rough-in day each trade assumes the other has it. Work stops, an RFI goes out, and the fix comes back as a change order with a markup. Multiply that across the display whips, the camera mounts, and the telecom-room power, and a “small” coordination gap turns into real money and lost days.

How to divide scope cleanly in the bid

  • Put a low-voltage scope in the drawing set, not a “data by others” note.
  • Name who provides and who installs conduit, back boxes, and mounts — line by line.
  • Coordinate device locations (displays, cameras, access points) so power and data land together.
  • Agree on who feeds power to the telecom room and to line-voltage-dependent devices.
