Social Service Agencies IT Services

Social service agencies hold some of the most dangerous records anywhere: survivor locations, child welfare notes, immigration status, addiction treatment history and benefit applications full of Social Security numbers.

At a glance

Those files travel on caseworker phones, sit in a case management system and pass through grant reports to state and federal funders.

We run IT and security for human service agencies, from shelters and community action agencies to family service nonprofits: case management access, Microsoft 365, mobile devices in the field, backups and the reporting your funders ask about.

We support agencies in Texas and nationwide, remotely and with local help when a site needs it.

IT that keeps clients safe, caseworkers moving, funders reassured.

Security for agencies where a leaked address or case note is a safety problem, not just a privacy problem.

Human services IT

Some records can't ever be allowed to leak

Most organizations worry about embarrassment when data leaks. Your agency worries about a client being found by someone they fled, or a family losing benefits mid-crisis. That changes how IT has to work. Here's what the job looks like in an agency, where it breaks, and what we put in place so caseworkers can focus on people.

01 · The pressure

Caseloads, intake and funders all at once

A normal day means intake interviews, home visits, shelter check-ins, referrals and case notes typed in a parking lot between appointments. Everything lands in Apricot, CaseWorthy or your HMIS, and much of it feeds monthly reports to funders. When the case system is down, intake stops and caseworkers start writing on paper. When records leak, the harm can be physical, and the funder relationship that pays salaries comes under review.

  • Case management and HMIS hold the client story
  • Field staff work from phones and laptops
  • Funders expect accurate, secure reporting

02 · How it breaks

Lost phones, social engineering and forwarded files

Agency incidents rarely look like movie hacks. A caseworker's phone with no screen lock and case photos gets left in a client's home. Someone calls the front desk pretending to be a relative and talks their way to a shelter address. Staff forward intake forms to a personal Gmail to finish at night. A finance mailbox gets phished and a grant drawdown or vendor payment is redirected. Former staff keep HMIS logins because nobody owns offboarding.

  • Unmanaged phones holding client photos and notes
  • Callers socially engineering front desk staff
  • Case files forwarded to personal email

03 · What we change

Devices, identities and need-to-know access

We enroll every agency phone and laptop in device management so they're encrypted, PIN-locked and wipeable. Case management, HMIS and Microsoft 365 get MFA and role-based access, so a youth program worker can't browse the domestic violence caseload. We block auto-forwarding to outside mail, set data loss rules for Social Security numbers, write a verification script for callers asking about clients, and back up case files and mailboxes separately.

  • Encrypted, remotely wipeable caseworker devices
  • Program-level access inside case systems
  • Outbound rules that stop SSNs leaving by email

04 · The after

Funder monitoring visits you can handle calmly

When a funder's monitor or your auditor asks how client data is protected, your director can show device policies, access reviews and a written incident plan instead of improvising. A lost phone becomes a remote wipe and a short report, not a crisis. Survivors' records stay limited to the staff who serve them. Your team gets help during business hours from engineers who understand that confidentiality here is about safety.

  • Written controls ready for monitoring visits
  • Lost device handled with a remote wipe
  • Sensitive programs walled off by default

What We Offer

Comprehensive solutions tailored for Houston-area businesses

Case Management Access Control

We work with your Apricot, CaseWorthy, Penelope or Salesforce setup to match access to programs and roles. Staff see the caseloads they serve, supervisors see their teams, and highly sensitive programs such as domestic violence or substance use services stay walled off. We add MFA, review accounts quarterly and coordinate with your vendor on anything that needs a configuration change.

Field Device Management

Caseworkers carry agency phones, tablets and laptops into homes, shelters and courthouses. We enroll them in Intune or a comparable platform, enforce encryption and screen locks, separate work apps from personal ones on BYOD phones, and keep the ability to wipe a lost device remotely without touching an employee's personal photos.

Client Confidentiality Safeguards

We configure Microsoft 365 or Google Workspace to catch Social Security numbers and case identifiers before they leave by email, block auto-forwarding to personal accounts, and use sensitivity labels on case files. We also help write a caller verification procedure so front desk staff never confirm a client's presence to someone who hasn't been verified.

HMIS and Funder Reporting Support

Many agencies report into a Continuum of Care HMIS or state systems. We secure the workstations and accounts used for that reporting, help you meet the security expectations your HMIS lead agency sets, and keep exported reports out of shared folders where they don't belong.

Grant Finance Fraud Protection

Federal and state grants run through finance mailboxes that criminals target with fake vendor and payment-change requests. We add MFA and impersonation filtering to finance accounts, set up a callback rule for any change in payment instructions, and alert on suspicious inbox rules that hide replies from staff.

Multi-Site Network and Shelter Wi-Fi

Agencies often run an administrative office, satellite sites and residential shelters. We separate staff networks from client and guest Wi-Fi, secure printers that hold intake scans, and manage site connections so a shelter's guest network can never reach the case management system or file shares.

Clients Stay Protected

Program-level access, caller verification and locked-down devices sharply reduce the ways a survivor's location or a child's case history can reach the wrong person. That protection is the core of the trust clients place in your agency when they walk through the door.

Funder Questions Answered

Federal and state grants increasingly ask how you safeguard personal information. You'll have written device policies, access reviews and backup records to show a monitor, which keeps a site visit focused on outcomes instead of on gaps in your IT.

Caseworkers Spend Time on Cases

Devices that just work, a case system that's reachable and a help desk that answers during business hours mean caseworkers spend their day with clients, not resetting passwords or hunting for a working laptop before a home visit.

Turnover Without Exposure

Human services staffing changes often. Group-based permissions and a written offboarding checklist mean departing staff lose case management, HMIS and email access on their last day, and new hires start with the right access instead of a borrowed login.

Our Process

1
We map your programs, sites, case systems, HMIS connections and every device and account that touches client records.
2
We identify which programs need tighter walls, such as domestic violence, substance use or youth services, and note the funder rules attached to each.
3
We enroll devices in management, turn on MFA and set program-based access inside your case management system and file shares.
4
We add outbound email protection, block forwarding to personal accounts and set up separate backups for case files and mailboxes.
5
We train front desk and field staff on caller verification, lost-device reporting and spotting payment-change scams aimed at finance.
6
We provide ongoing help desk support, quarterly access reviews and documentation updates ahead of funder monitoring and audits.

Frequently Asked Questions

Does HIPAA apply to our agency?▼
It depends on what you do. If your agency bills health plans for services or provides health care, you are likely a HIPAA covered entity for those programs. Many human service programs aren't covered by HIPAA at all but still carry confidentiality duties under grant terms, VAWA, 42 CFR Part 2 for substance use treatment, or state law. We help you map which programs carry which obligations and build controls that satisfy the strictest one. The legal determination itself belongs with your counsel.
How do you protect domestic violence survivor data?▼
We treat it as its own zone. Survivor records sit in a restricted program inside your case system, visible only to the staff who serve those clients. Shelter addresses stay out of general calendars and shared documents. Front desk staff follow a caller verification script and never confirm whether someone is a client. If you receive VAWA funding, its confidentiality provisions limit sharing personally identifying information, including in HMIS, and we help configure your systems so those limits are followed in practice.
Our caseworkers use their own phones. Is that a problem?▼
It can work if it's managed. We use app-level protection so case management and Microsoft 365 apps live in a protected work container on the phone. That lets us require a PIN, block copying case data into personal apps and wipe only the agency data if the phone is lost or the employee leaves. Staff keep their personal photos and apps private. What we steer you away from is client photos stored in the personal camera roll, which is one of the most common leaks.
Can you help with our HMIS security requirements?▼
Yes. HMIS lead agencies typically set security expectations for participating organizations, often drawn from HUD's HMIS standards: unique user IDs, strong passwords, screen locks, protected workstations and limits on where data is stored. We secure the computers and accounts your staff use to reach HMIS, keep downloaded reports off shared drives, and document what's in place for your lead agency's review. Changes inside the HMIS itself are handled by the lead agency or its vendor.
What happens if a laptop or phone with client data is lost?▼
Your staff report it to us, and we lock or wipe the device remotely and revoke its sessions to case management and email. Because devices are encrypted, a lost laptop is far less likely to expose readable data. We then document what was on the device, when it was secured and which accounts were touched. That record goes to your leadership and counsel, who decide whether any notification to clients, funders or regulators is required.
We run on tight grant budgets. Where should we start?▼
Start with the controls that prevent the most harm per hour of work: MFA on email and case management, device encryption with remote wipe, blocking email forwarding to personal accounts and separate backups of case files. Those four cover the most common agency incidents. From there we add program-level access walls and staff training. We help you phase the work across budget cycles and can provide documentation you can use when a grant allows technology or security costs.
Do you provide Social Service Agencies IT Services in Houston and nearby areas?▼
Yes. LayerLogix is based in the Greater Houston area and delivers social service agencies IT services to businesses across Houston and the surrounding communities, including The Woodlands, Spring, Katy, Sugar Land, Conroe, Cypress, and Pearland. For most Houston-area clients we can be on-site the same day when something needs hands-on attention, and our help desk is available during business hours, with after-hours emergency support. Call 713-571-2390 to check coverage for your specific address.
What does Social Service Agencies IT Services cost for a Houston business?▼
Pricing depends on your size and what you need, so we do not publish a one-size-fits-all number — but Houston businesses generally pay a flat, predictable monthly fee rather than surprise hourly bills. We start with a free, no-obligation assessment of your current setup, then give you a clear quote in plain English with no hidden costs. That way you know exactly what you are getting and what it costs before you commit.
